Cleanup Status
In September 2015, EPA determined the site meat the Environmental Indicator for Human Exposures under Control. Before the site is occupied, the entire site will be capped with asphalt, concrete or two feet of soil/landscaping at conclusion of the construction. EPA determined that Enviromental Indicator - Migration of Contaminated Groundwaterwas under control on December 18, 2020.
Site Description
Carlile and Doughty (C and D), Inc., also known by other names such as, C and D Technologies, Inc., C and D Technologies, LLC, C and D Batteries, and C and D Charter Power Systems, Inc., manufactured and tested lead-acid batteries from 1925 through 1985. Subsequently the facility produced nickel-cadmium (Ni-Cad batteries). When the facility ceased operations in 2002, operations were limited to battery testing, warehousing, and metal fabrication. On December 31, 2002, C and D entered into a Consent Order-Agreement to sell the five-acre property (including a 130,000 square foot building, paved parking areas, and a 10,000-gallon AST) to Washington Street Associates, LP, of Blue Bell, Pennsylvania. As of August 2008 the structures belonging to C and D have been demolished. The property is undergoing remediation under Act 2.
Contaminants at this Facility
The main constituents of concern at the site are lead, arsenic benzo [a]pyrene, benzo [b] fluoranthene and di benzo [a,h] anthracene.
Institutional and Engineering Controls at this Facility
The need for Institutional Controls has yet to be determined ; however, the Cleanup Plan for the facility identifies that the entire site will be capped with asphalt, concrete or two feet of soil/landscaping at conclusion of the construction.
Land Reuse Information at this Facility
The facility's future use is yet to be determined.
Site Responsibility at this Facility
Resource Conservation and Recovery Act (RCRA) Corrective Action activities at this facility have been conducted under the direction of EPA Region 3.
