Cleanup Status

The  Corrective Action Final Decision of Complete without Controls became effective September 29, 2015, after a 30-day public comment period. No further action is required to make the facility suitable for any type of land use.

An Environmental Indicator inspection was performed at the facility in June 2013 that summarized prior operations and investigations that occurred throughout the facility’s history.  Several areas of concern were identified in the Environmental Indicator (EI) inspection. Each of these areas were either remediated and/or sample results were below appropriate risk-based levels. Present operations at the facility are non-hazardous. EPA determined that both environmental indicators were met in February 2015.

Prior to 1979 the facility property was vacant land. Capital Lubricants Company purchased the property in October 1979 and began construction of the facility. In 1989, Capital Lubricants was acquired by Dryden Oil Company, which was acquired by Castrol Heavy Duty Lubricants in 1991. BP Lubricants acquired Castrol Heavy Duty Lubricants in January 2000, then sold the facility to Evergreen Property Trust LLC in March 2010, who is the current owner of the facility.

From 1979 to 1991 the facility offered the automotive service industry a parts-washing apparatus known as the “Dirt Magnet” parts cleaner, which was also periodically serviced by the facility (spent solvent would be picked up and reprocessed at the facility for reuse or off-site disposal). From 1991 to 2008, operations at the facility were primarily the warehousing and distribution of Castrol oil products and other lubricants. Since 2008, CRS Reprocessing (a separate and distinct entity from Castrol Reprocessing Services) has used the facility to reprocess non-hazardous industrial fluids – primarily aluminum cold rolling oils and spent polyethylene glycol slurry used in the production of silicon ingots.

Contaminants at this Facility

Primary contaminants at the facility include volatile organic compounds from prior solvent reclamation activities and petroleum hydrocarbons from oil/lubricant spills or leaks from storage tanks. Soil has been impacted by these contaminants; however, remedial efforts at the facility suggest that contamination has been reduced to acceptable levels.
