Cleanup Status

The property is being cleaned up under the New Jersey Department of Environmental Protection (NJDEP) Site Remediation Program through an Administrative Consent Order between NJDEP and Ingersoll Rand, issued in 1994, and amended in 1999, 2000 and 2004.

Several phases of environmental investigations have been conducted at the site since the mid-1970s when fuel oil was discovered on the groundwater. A network of wells has been installed throughout the site to monitor groundwater. Fuel oil has been pumped from the groundwater since 1987 and is currently removed by a network of 16 wells. Over 35,000 gallons of fuel oil have been removed from the groundwater. The site is divided into several areas that are being cleaned up, including the Cameron Area, Farm Area, Foundry Area, Main Facility, Old Landfill and Groundwater. Several areas of soil contamination have been capped or removed with no further action required and additional areas are undergoing evaluation and cleanup.

Additional sampling of the groundwater is underway to monitor and determine the full extent of contamination. Indoor air sampling was conducted in on-site buildings, which were subsequently demolished. The site is planned for redevelopment.  Active remediation of contaminants that are dissolved in the groundwater may also be required. 

Site Description

The site is located in Phillipsburg, New Jersey and was operated by Ingersoll Rand Company. Ingersoll Rand began facility construction in 1903 and produced products such as pumps, turbo equipment, air and gas compressors, rock drills, and mining equipment. An iron and steel foundry was operated at the site to process the raw materials for manufacturing operations. Since 1973, facility operations declined and restructuring activities resulted in closing or moving facility operations. Ingersoll Rand sold the property in 2004 and it is currently owned by Opus/KTV of Medford, NJ doing business as Phillipsburg Commerce Park Urban Renewal Entity LLC and Lopatcong Commerce Park Urban Renewal Entity LLC.

Activities conducted at the site after Ingersoll Rand ceased operations include pump research, design, and assembly by Curtiss Wright and FlowServe. Other activities included structural steel fabrication, snap ring manufacturing, insurance agency, cell tower hardware distribution, pharmaceutical research, and school bus operations. 

Contaminants at this Facility

Fuel oil releases are present as floating product on the groundwater. The groundwater is also contaminated with volatile organic compounds (VOCs), including tetrachloroethene, trichloroethene, 1,1,1-trichloroethane, 1,1-dichloroethane, and 1,1-dichloroethene. Total petroleum hydrocarbons, polycyclic aromatic hydrocarbons, metals, and polychlorinated biphenyls (PCBs) have been reported in the soil.
