The former facility managed waste in lagoons and underground tanks. The lagoons were closed in 1971. The underground tanks were removed in 1988. Post-excavation sampling confirmed that no contaminated soil remained. By letter dated May 5, 1989, Pennsylvania Department of Environment (PADEP )determined that no further action was needed at the facility.
Groundwater beneath the facility is contaminated, primarily with trichloroethylene (TCE) and tetrachloroethylene (PCE). CERCLA has investigated twenty-six (26) facilities, including the Gulf Oil facility, to determine the source of the groundwater contamination. The CERCLA investigation confirms that the soils at the former facility do not require corrective action and that the groundwater contamination in the area did not originate from the former facility. Superfund is handling the contaminated groundwater as part of the North Penn Area 6 Site study.
EPA sets national goals to measure progress toward meeting the nation’s major environmental goals. For Corrective Action, EPA evaluates two key environmental indicators for each facility: (1) current human exposures under control and (2) migration of contaminated groundwater under control. On March 30, 2000, EPA determined that both the Human Exposure and Groundwater Environmental Indicators have been met, and that no further corrective action was needed at the facility.
