Cleanup Status

The State visited the Primus Technologies Corporation facility on April 15, 2004. On January 31, 2013, EPA determined that the Facility met the Current Human Exposures Under Control and Migration of Contaminated Groundwater Under Control environmental indicators. On April 30, 2014, EPA issued the Final Remedy, Resource Conservation and Recovery Act (RCRA) Corrective Action Complete without Controls, to the Facility.

The Primus Technologies facility is located in Williamsport, Lycoming County, Pennsylvania.  The site is comprised of 5.5 acres of land in a mixed residential/industrial community.  From an unknown date until 1979, the facility was owned by Babcock and Wilcox and was operated as Bailey Meter Company.  From 1979 to 1989, J. Ray McDermott and Co., Inc., located in New Orleans, Louisiana, owned the facility.  In October 1989, the facility was purchased by Finmeccanica, an Italy-based firm, and continued to operate as Bailey Controls Company. In 1994, the facility became known as Elsag Bailey Electronics. Later, the facility operated under the name ABB Automation, Inc.  In July 2001, Primus Technologies Corp., which already owned the adjacent property, purchased the facility and acquired its operations.

Since 1979, Bailey Controls has produced process control equipment to be used in energy-related fields.  The manufacturing process included production of printed circuit boards, reproduction of these boards, wave soldering components into the boards, and installation of the boards into their housing.
