Preliminary Assessment (PA) Report: In accordance with the Preliminary Assessment (PA) Report dated September 15, 1986, it was concluded that the potential existed for releases to occur but there was insufficient evidence to conclude that releases had occurred. The PA recommended that further investigation be conducted to determine whether a prior release occurred in the UST area(s).
Soil Investigation: Soil Investigation was conducted pursuant to the RCRA/HSWA Permit issued by New Jersey Department of Environmental Protection Agency (NJDEP). Samples were collected from the six-inch depth interval immediately above the water table; None of the surface and subsurface soil samples collected, and analyzed contained volatile organic compounds (VOCs) or lead at concentrations that exceeded the then-current NJDEP soil cleanup criteria. All primary sources of contaminations were removed.
Groundwater Investigation: Groundwater monitoring was performed pursuant to the NJDEP Discharge to Groundwater Permit (Permit #NJ0063240) issued on February 9, 1987. Based on ground water sampling collected from four (4) groundwater monitoring wells and analyzed annually for Volatile organic compounds (VOCs) from 1989 through 1992, detected groundwater VOC (benzene, toluene and xylenes (BTX), tetrachloroethene (PCE), 1,1,1-trichloroethane (1,1,1-TCA), and 1,1-dichloroethane (1,1,-DCA)) levels were below New Jersey Surface Water Quality Standards (SWQS). Based on the NJDEP Bureau of Water Allocation (BWA) Well Abandonment Reports, all four (4) site monitoring wells were abandoned on September 1, 1994.
Surface Water: The nearest surface water body (an unnamed tributary of Beaver Dam Creek) is located 1,000 feet down gradient of the site. Detected groundwater VOC levels were below New Jersey Surface Water Quality Standards (SWQS). There exist approximately 80 residential homes within a two-mile (2) radius of the site, all of which utilize private potable water supply wells.
Clean Closure: Two Former RCRA Underground Storage Tanks (UST), one non-RCRA UST and two wet dumpsters Return and Fill Station, were certified closed in accordance with clean closure requirements by New Jersey Department of Environmental Protection (NJDEP) on August 9, 1991, December 16, 1991 and June 14, 1994, respectively.
Remedial Investigation Report (RIR): In accordance with a Remedial Investigation Report of July 19, 1991 and April 25, 1994. A “No Further Action” determination was recommended by NJDEP in a letter dated June 14 1994.
A Remedy Construction Completed (CA550) was achieved on September 14, 2012.
A Human Exposure Under Control (CA725) was achieved on September 14, 2012.
A Release to Groundwater Under Control was achieved on September 14, 2012.
A Ready For Anticipated Used (CA800) was achieved on September 27, 2012.
The ongoing waste management activities are regulated by a RCRA operating permit will expired on 12/08/2018. The final State RCRA Part B Permit with a Hazardous Solid Waste Amendment (HSWA) Corrective Action was issued on 12/08/2008 for three units: A Container Storage Area #3 (S01), with a capacity of 7,800.00 gallons; two tanks Tank #2 (S02), and Tank #3 (S02).
The site has been reportedly in operation since 1976 and is currently an active transfer station for distribution of fresh solvent products and the collection and temporary storage of used solvent wastes (prior to subsequent transportation and recycling/disposal by one of Safety-Kleen’s licensed recycle centers). The Safety-Kleen Service Center, which, consists of two parcels of land, is located in a rural section of Vincentown, Burlington County, New Jersey. One parcel of land owned by Safety-Kleen is located at 123 Red Lion Road and the other parcel is leased by Safety-Kleen is located at 121 Red Lion Road. The entire site consists of 1.24 and 2.60 acres, respectively. The site is zoned as industrial area.
Contaminants at this Facility
Potential Contamination at the site can result from hazardous waste storage from container storage area, wet dumpsters, Return/fill shelter, several underground storage tanks (USTs), and aboveground storage tanks (ASTs). The following media, Soil, surface water and groundwater, have the potential to be contaminated by VOCs (benzene, toluene and xylenes (BTX), tetrachloroethene (PCE), 1,1,1-trichloroethane (1,1,1-TCA), and 1,1-dichloroethane (1,1,-DCA).
