Federal Register Notice: Final Rule and Interim Final Rule on Standards for Owners and Operators of Hazardous Waste Treatment, Storage and Disposal Facilities

Parts 264 and 265 of Title 40 of the Code of Federal Regulations were the first phase of EPA's requirements under Section 3004 of Resource Conservation and Recovery Act (RCRA) for owners and operators of facilities that treat, store, and dispose of wastes which are identified or listed as hazardous under Part 261 of this Chapter. This action establishes a nearly complete set of interim status standards, in Part 265, and most of the general status (Part 264) administrative and non-technical operating standards. The regulations under Part 265 establish requirements for the interim status period (the period after an owner or operator has applied for a permit, but prior to final disposition of the application). The Part 264 regulations include the first phase of the standards which will be used to issue permits for hazardous waste treatment, storage, and disposal facilities.
