Federal Register Notice: Final Rule for Land Disposal for First Third Scheduled Wastes

EPA promulgated regulations implementing the congressionally mandated prohibitions on land disposal of hazardous wastes listed in title 40 of the Code of Federal Regulations (CFR) section 268.10. This action was taken in response to amendments to the Resource Conservation and Recovery Act (RCRA), enacted in the Hazardous and Solid Waste Amendments (HSWA) of 1984. This notice promulgates specific treatment standards and effective dates for certain so-called "First Third" wastes. In addition, the Agency promulgated regulations implementing the land disposal restrictions for those First Third wastes for which EPA is not establishing a treatment standard.
