Federal Register Notice: Final Rule on Standards for Owners and Operators of Hazardous Waste Treatment, Storage and Disposal Facilities

Under authority of the Resource Conservation and Recovery Act (RCRA), EPA promulgated a rule that requires the use of a paint filter test to determine the absence or presence of free liquids in either a containerized or bulk waste. This rule applies to owners and operators of hazardous waste landfills regulated under Title 40 of the Code of Federal Regulations (CFR), Parts 264 and 265. It is based on public comments received on a proposed paint filter test and laboratory testing of six test protocols designed to detect the presence of free liquids. The rule includes conforming amendments to several other sections of the regulations.
