EPA was required by the Resource Conservation and Recovery Act (RCRA) to issue standards applicable to owners and operators of hazardous waste management facilities. These standards are to be used in issuing permits for facilities that treat, store, or dispose of hazardous waste. Accordingly, EPA issued interim final standards applicable to owners and operators of new and existing hazardous waste land disposal facilities and the corresponding procedures for permit applications. EPA also issued conforming amendments to some existing hazardous waste regulations.
