On August 21, 1985, EPA published a Notice of Proposed Rulemaking to amend the financial responsibility requirements concerning liability coverage for owners and operators of hazardous waste treatment, storage, and disposal facilities (TSDFs) (volume 50 of the Federal Register starting on page 33902). On July 11, 1986, EPA published an Interim Final Rule to allow use of a corporate guarantee as an additional financial responsibility mechanism (volume 51 of the Federal Register starting on page 25350). That Interim Final Rule became effective on September 9, 1986. This rule finalizes that Interim Final Rule with minor revisions.
