Federal Register Notice: Proposed Standards for Owners and Operators of Hazardous Waste Treatment, Storage and Disposal Facilities

On December 24, 1986, EPA proposed rules to minimize the presence of free liquids in containers holding hazardous waste that are disposed in hazardous waste landfills. EPA also proposed a test protocol in order to determine whether a waste containing hazardous liquids or free liquids would release the free liquids under pressures experienced in landfills, when solidified by the use of a non-biodegradable absorbent.
