EPA proposed to amend its financial assurance requirements under subtitle C of the Resource Conservation and Recovery Act (RCRA). First, EPA proposed to revise the financial test criteria for closure and post-closure care. Second, EPA proposed to amend the claims reporting provision and the provisions for obtaining a letter of credit promulgated in the September 1, 1988 Federal Register (FR) (volume 53 of the FR starting on page 33938). Third, EPA proposed to allow a nonparent company to provide a guarantee as a demonstration of financial assurance for closure and post-closure care.
