Federal Register Notice: Proposed Interim Rules for Owners and Operators of Hazardous Waste Management Facilities

Elsewhere in the Federal Register on July 26, 1982, EPA promulgated standards for permitting of hazardous waste surface impoundments, waste piles, land treatment units and landfills. These rules suggest some conforming changes to Part 265, the Interim Status Standards, for consistency and compatibility. Some of these changes were promulgated as part of the rulemaking. A few, however, potentially had more impact and EPA believed would benefit from additional public input. Therefore, in this notice, EPA proposed the following conforming changes:

  1. a variance to the two foot freeboard requirement for surface impoundments,
  2. final cover performance requirements for surface impoundments and landfills,
  3. an additional variance allowing placement of some ignitable or reactive wastes in surface impoundments, and
  4. more definitive requirements regarding placement of containers in landfills.
