EPA proposed to codify the statutory land disposal prohibition levels for a list of hazardous constituents known as the "California List" wastes. EPA took this action in response to the requirements of the Resource Conservation and Recovery Act (RCRA), enacted through the Hazardous and Solid Waste Amendments of 1984 (HSWA). This proposal also requested comment on an alternative approach that would lower the restriction levels for all of the "California List" metals.
