On November 8, 1984, the President signed into law the Hazardous and Solid Waste Amendments of 1984 (HSWA). In order to implement new section 3017 of the Resource Conservation and Recovery Act of 1976 and improve upon its existing program, EPA proposed and requested public comment on revisions to its current regulations governing exports of hazardous waste. The proposed rules would prohibit the export of hazardous waste unless certain requirements are met among several other requirements.
