EPA proposed a framework for a regulatory program to implement the congressionally mandated land disposal prohibitions. This action proposes procedures to establish treatment standards for hazardous wastes, to grant nationwide variances from statutory effective dates, to grant extensions of effective dates on a case-by-case basis, and procedures by which EPA will evaluate petitions demonstrating that continued land disposal is protective of human health and the environment.
