EPA proposed its approach to implementing the congressionally mandated prohibitions on land disposal of hazardous wastes listed in title 40 of the Code of Federal Regulations (CFR) section 268.10. These actions respond to amendments to the Resource Conservation and Recovery Act (RCRA), enacted in the Hazardous and Solid Waste Amendments (HSWA) of 1984. This notice also proposes specific treatment standards and effective dates for "First Third" wastes and modifications to the "no migration" petition process.
