EPA proposed to amend its regulations under the Resource Conservation and Recovery Act (RCRA) governing modifications of hazardous waste management permits. This proposed rule would establish new procedures that apply to the various types of changes that facility owners and operators may want to make. This proposal is based on a negotiated agreement between EPA, members of the regulated community, and representatives of State agencies and public interest groups. EPA proposed to categorize all permit modifications into three classes and establish administrative procedures for approving modifications in each.
