EPA promulgated regulations for detecting contamination of groundwater at hazardous waste land disposal facilities under the Resource Conservation and Recovery Act (RCRA). The statistical procedures used to evaluate the presence of contamination have been subject to criticism and require improvement. Therefore, EPA proposed to revise these statistical procedures and requested comments from the public to assist in the regulatory development process.
