In this action, EPA proposed regulating hazardous waste and used oil burned for energy recovery in boilers and industrial furnaces. The proposal contained both substantive controls on actual burning and administrative controls on persons who market and burn hazardous waste and used oil for energy recovery. This action also proposed expanding coverage of existing storage standards to include storage of processed or blended hazardous waste fuels.
