This final rule, published on November 29, 1985, prohibits the burning in nonindustrial boilers of both hazardous waste fuel and of used oil that does not meet specification levels for certain hazardous contaminants and flash point. It also provides administrative controls to keep track of marketing and burning activities. These controls include notification to EPA of waste-as-fuel activities, use of a manifest, or, for used oil, an invoice system for shipments, and recordkeeping. Hazardous waste fuels, including processed or blended hazardous waste fuels, are also subject to storage requirements.
