This notice provided two additional options for owners or operators to demonstrate financial responsibility:

1. A financial test which demonstrates the financial strength of the company owning the facility (or a parent company guaranteeing financial assurance for subsidiaries), or
2. An insurance policy that will provide funds for closure or post-closure care. 

These regulations revise interim final regulations that were promulgated on January 12, 1981 (volume 46 of the Federal Register 2851-66, 2877-88). In addition, specifications for the mechanisms included in the January 12, 1981, regulations have been modified, and minor clarifications have been made to the rules for estimating the costs of closure and post-closure care.
