Public Comment Period for RCRA Hazardous Waste Management Permit Renewal

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 invites the public to comment on the draft Resource Conservation and Recovery Act (RCRA) permit renewal for the University of Iowa - Oakdale Treatment, Storage and Disposal Facility (EPA ID # IAT200010924), located at 2260 Old Farmstead Road, Coralville, Iowa. The public comment period runs from Aug. 1, 2017, through Sept. 14, 2017.

BACKGROUND

The facility is located in Johnson County, Iowa, on the University of Iowa (UI) Oakdale Campus. Hazardous waste management is provided at Facility C and the Environmental Management Facility on the Oakdale Campus. The permittee is permitted to receive specific hazardous wastes generated by the UI Main Campus, UI Oakdale Campus, and other facilities on the approved list of UI’s very small quantity generators. Wastes are generated from teaching, research, patient care, facilities management, and related UI service activities.

A Hazardous Waste Management Permit was issued to UI on June 16, 1992, for storage of wastes in four container storage areas. The permit was reissued on Sept. 21, 2006.

In August 1995, UI submitted a RCRA Facility Investigation (RFI) Report to EPA. The report concluded that groundwater, subsurface soil, and sediment had not been impacted by facility operations. EPA tentatively approved the report on Oct. 17, 1995. On Nov. 24, 1995, UI received a letter from EPA, stating that the public comment period on the RFI Report had ended with no comments received. Based on the information in the report, no corrective action is being required at the facility.

The facility submitted an application for permit renewal in March 2016. Based on information provided in the application, EPA has made the tentative decision to reissue the permit. This permit renewal allows for continued hazardous waste storage at the facility. The permit renewal will be issued under the authority of RCRA.

A public hearing has not been scheduled, but will be held if there is sufficient public interest. Requests for a public hearing must be sent in writing to the EPA contact listed above, and must state the substantive issues to be raised at the hearing. EPA will evaluate any request and hold a formal hearing if EPA determines that a hearing will contribute to the decision-making process by clarifying significant issues affecting permit issuance.
