Gas and electric utilities enter into franchise agreements with municipalities that allow use of public space for utility infrastructure. In Illinois, these franchise agreements often include provision of unbilled gas or electric service to certain municipal government buildings.
This 2011 report discusses the impact of these franchise agreements on the ability of Illinois municipalities to invest in Clean Energy.
The 2011 report builds on a 2009 overview that found that providing unbilled energy service to municipal government buildings is an approach unique to Illinois franchise agreements.
