Is the fee for firm certification waived for self-employed individuals or landlords?

No. Congress requires EPA to impose a fee on certified contractors that is sufficient to recover the costs of administering and enforcing the Renovation, Repair, and Painting Rule.  All applicants for firm certification must submit the required fee as part of their application.  A firm's certification is effective for five years.
