State Regulation of Minimum Risk Pesticides

If the product meets all the conditions for exemption and a federal registration under FIFRA is not needed, then why do I need a state registration?

Each state has its own statutes and regulations concerning pesticide regulation, including registration, sales and use. The states are not required to permit the sale of an exempted product simply because it is exempted under federal pesticide law (the Federal Insecticide, Fungicide, and Rodenticide Act or FIFRA).
