Bannister Federal Complex in Kansas City, Missouri

The Bannister Federal Complex is located on approximately 300 acres at 2000 E. 95th St., Kansas City, Mo., about 13 miles south of downtown Kansas City within the incorporated city limits. The complex is bordered on the north by Legacy Park, on the east by the Blue River and the Blue River Parkway, on the south by Indian Creek and Bannister Road, and on the west by Troost Ave. The complex has been the home of two major tenants, the U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) and the General Services Administration (GSA).

The property has been used for a variety of activities, resulting in the release of toxic materials into the environment as evidenced by the presence of chlorinated solvents, such as trichloroethylene (TCE), petroleum hydrocarbons, and polychlorinated biphenyls (PCBs) in soil and groundwater at the site.

The DOE/NNSA is implementing the remediation of soil and groundwater contamination on their portion of the Bannister Federal Complex. The GSA is also conducting investigative activities on their portion of the complex. This work is being conducted under a Missouri Hazardous Waste Management Facility (MHWMF) Part I and EPA Hazardous and Solid Waste Amendments (HSWA) Part II Permits now in effect.

CenterPoint Properties (private redeveloper) has been selected by the DOE/NNSA as the preferred partner for redevelopment of the DOE/NNSA portion of the complex, and has been conducting site analysis and environmental review of the complex to frame the work needed to transfer and redevelop the property.

In preparation of transferring approximately 227 acres of the Bannister Federal Complex to a private real estate developer, the Missouri Department of Natural Resources (MDNR) is proposing a permit modification to select and implement a final remedy at the complex. This modification and proposed remedy will be subject to public review and comment. Simultaneously, the DOE/NNSA will be submitting a request to the Missouri Governor’s office to transfer the property to a private redeveloper. This request will also be subject to public review and comment. All site activities related to transfer, cleanup, and redevelopment will be conducted under the modified permit and subject to review by MDNR. EPA provides oversight of the state permitting process and has been involved with environmental actions taken at the complex.
