EPA Legal Notice - Public Comment Period for Proposed RCRA Permit
Pursuant to the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act of 1976, and as further amended by the Hazardous and Solid Waste Amendments (HSWA) of 1984, 42 U.S.C. 6901 et seq. (RCRA), the U.S Environmental Protection Agency (EPA) proposes to issue a RCRA Part II Permit to Lone Star Industries Incorporated, dba Buzzi Unicem USA, 100 Broadhead Road, Suite 230, Bethlehem, PA 18017; for operations at its Cape Girardeau facility, located at 2524 South Sprigg Street, Cape Girardeau, MO 63701.
Lone Star Industries Incorporated, dba Buzzi Unicem USA, operates a dry-process rotary cement kiln with a four-stage preheater/precalciner at its Cape Girardeau facility. The kiln produces clinker, the main ingredient in Portland cement. Coal is the main fuel used to heat the kiln system; however, solid and liquid hazardous wastes have been used as supplemental fuel since April 1992.
This proposed Part II Permit allows Lone Star Industries Incorporated, dba Buzzi Unicem USA, to store and treat “characteristic” hazardous waste, as well as several F-listed hazardous wastes, as specified in the Part A Permit Application, and to burn those hazardous wastes in the cement kiln.
EPA encourages the public to review the proposed Part II Permit. Any interested persons may submit written comments on this proposed permit. All comments should be submitted in writing to Dan Gravatt, EPA Region 7 (LCRD/ROAG/RDIS), 11201 Renner Boulevard, Lenexa, KS 66219; or by email at gravatt.dan@epa.gov. The 45-day public comment period begins Sept. 23, 2020, and ends Nov. 9, 2020. Comments must be submitted before the end of the public comment period.
