MOVES may fail to run if the operating system is not set to use UTF-8 character coding. This problem is seen most often on computers that are set to use non-English character sets. In Windows 10, this problem is usually solved by changing the Region settings, as follows:
From the Windows Search Bar enter: Region
Click on “Region Settings”
Under Related Settings -> Click on “Additional date, time & regional settings”
Click on the Heading: “Region”
Click on the “Administrative” Tab
Click on "Change System Locale"
Click on "UTF-8"
Click on "OK"
