Why Does the "hourvmtfraction" Table in the MOVES Default Database Include Fractions for roadTypeID 1 (off-network)?

The original concept for MOVES assumed that there would be some vehicle miles traveled (VMT) not accounted for in the other four road types. This remaining VMT would be accounted for in roadTypeID=1. As the model developed, it was decided that all VMT must be accounted for in the explicit road types and none of the VMT could occur in roadTypeID=1 (off-network).

However, the code still expects there to be hour VMT and day VMT fractions for all the road types (including roadTypeID=1). Changing these temporal distributions for the off network road type should not affect the results.
