This handbook is for applicants who are applying for project grants subject to the National Environmental Policy Act (NEPA). The projects must be authorized by Congress. The grant authority for the project is the EPA’s annual appropriations acts.
The handbook provides a tool to assist grant applicants in providing environmental information on proposed projects to EPA. EPA uses this information to fulfill its responsibilities under NEPA, the Council on Environmental Quality NEPA regulations, and EPA regulations implementing NEPA.
