Atlantic Station (Atlantic Steel Redevelopment Project)

Atlantic Station is a $2 billion smart growth project on a 138-acre brownfield site in the heart of Midtown Atlanta, the former site of an Atlantic Steel facility. The redevelopment of Atlantic Station is now a mix of residential and business uses and includes a multimodal bridge (accommodating cars, pedestrians, bicycles, and mass transit), access to Interstates 75/85, and access to a nearby Metropolitan Atlanta Rapid Transit Authority (MARTA) rail station.

EPA Region 4 became involved with this project through EPA’s Project XL Program, a national pilot program that allowed federal, state and local governments and businesses to develop innovative strategies for achieving environmental and public health protection. EPA used this approach to approve the entire Atlantic Steel Redevelopment Project as a Transportation Control Measure (TCM), a project that serves to reduce air emissions from transportation sources. EPA, in cooperation with several federal, state and local agencies, completed an Environmental Assessment (EA) on November 21, 2000, for the project in compliance with the National Environmental Policy Act of 1969. The EA considered the impacts of the entire redevelopment project, including the supporting transportation infrastructure. The EA included opportunities for public comment and agency coordination. EPA Region 4 shares oversight authority on the Atlantic Steel TCM with the State of Georgia.
