This guidance establishes the policies and procedures for carrying out EPA's responsibilities under Section 309 of the Clean Air Act to review and comment on federal actions affecting the quality of the environment. The errata sheet updates a few sections in the guidance and should be used in conjunction with the guidance.
On October 22, 2018, EPA discontinued the use of its rating system, as described in the Policy and Procedures for the Review of Federal Actions Impacting the Environment. The Memorandum explains the changes to EPA's environmental review rating process.
