Summary
EPA alleges that on December 24, 2018, and on January 13 and 14, 2019, Pilgrim Foods discharged low-pH materials from outfall 001 at the facility, to a surface waters, without authorization of an NPDES permit, in violation of Section 301(a) of the Clean Water Act, 33 U.S.C. § 1311(a).
