State - Specific Comments:

*Oklahoma and Texas: Partial Program - Not authorized to issue permits for activities associated with the exploration, development, or production of oil or gas or geothermal resources, including transportation of crude oil or natural gas by pipeline. EPA is the permitting authority for those activities since they are not within the jurisdictions of the approved state agencies in Texas and Oklahoma, respectively.
