Water Quality Trading Evaluation

This 2008 evaluation assessed the effectiveness of EPA activities to support WQT to better understand why more water quality trading activity had not occurred as of 2008. A range of 55 stakeholders were asked fourteen evaluation questions, which are summarized and discussed.
