Guidance on Plantwide Applicability Limitation Provisions Under the New Source Review Regulations

On August 5, 2020, EPA issued a final memorandum titled, Guidance on Plantwide Applicability Limitation Provisions Under the New Source Review Regulations. A plantwide applicability limitation (PAL) is an optional flexible permitting mechanism that involves the establishment of a plantwide emissions limit, in tons per year, for a regulated new source review (NSR) pollutant. This guidance addresses specific concerns raised by stakeholders on the PAL provisions and is intended to generally improve the understanding of PALs.
