Modification involving expansion to mini mill operations resulting in increased facility production capacity. Expansion will include modification of existing operations and installation of the following new units: Electric Arc Furnace (EAF), twin-station Ladle Metallurgy Facility (LMF), casting operations, and support systems including cooling towers, natural gas fired ladles/tundish heaters & dryers, tunnel furnace, dust handling system, storage silos, limestone receiving, scrap handling/storage, & alloy handling/storage.

Natural gas is used for the heaters, boilers, tunnel furnace, and preheat of the EAF.

8. Emission Control Technology

Electric Arc Furnace
Baghouse control system consisting of:
  1. direct evacuation control (DEC) system for collection of emissions from P905 and P906
  2. roof canopy hood system for collection of emissions fugitive to the inside of Meltshop #2 from casting operations (P907-Caster #2) and emissions not captured by the DEC control systems
  3.  DEC control systems (P905 and P906) and canopy hood collection system shall be vented to a baghouse achieving the following maximum outlet concentrations:
  4. 0.0018 gr/dscf for PE;
  5. 0.0024 gr/dscf for PM10/PM2.5
North Alloy Storage and Handling
Use of a fabric filter with a maximum outlet concentration of 0.0024 gr PE/PM10/PM2.5 per dscf
 
Tunnel Furnaces
Use of natural gas, good combustion practices and design resulting in an emissions rate of 1.12 lbs PE/PM10/PM2.5 per hr, and compliance with the emission standard of 0.01 lb PE/PM10/PM2.5 per mmBtu heat input
 
Cooling Towers
Use of drift eliminator(s) designed to achieve a 0.001% drift rate and maintenance of the total dissolved solids (TDS) content for each cooling tower
 
Lime & Carbon Silos
Use of a fabric filter with a maximum outlet concentration of 0.02 gr PE/PM10/PM2.5 per dscf
 
Ladle Dryers
Use of natural gas, good combustion practices and design resulting in an emissions rate of 0.05 lb PE/PM10/PM2.5 per hr, and compliance with the emission standard of 0.003 lb PE/PM10/PM2.5 per mmBtu heat input
