Final Rule 2020 HCFC Allocation Fact Sheet

On December 19th, 2019 the EPA Administrator, Andrew R. Wheeler, signed a final rule titled Protection of Stratospheric Ozone: Adjustments to the Allowance System for Controlling HCFC Production and Import, 2020-2029; and Other Updates. Portions of this rule are effective immediately, while other portions will be effective 30 days after publication in the FR. This final rule implements the next step in the phaseout of hydrochlorofluorocarbons (HCFCs) under the Clean Air Act and the Montreal Protocol on Substances that Deplete the Ozone Layer. This rule also revises elements of the ozone-depleting substance phaseout program and complementary provisions.
