General Counsels' Letter to California On Auto Emission Standards

EPA and DOT's General Counsels sent a letter to the California Air Resources Board (CARB) on California's recent agreement with automakers. The letter puts CARB on notice that the agreement may violate the preemption provisions of the Clean Air Act and the Energy Policy and Conservation Act.
