Planning for Polychlorinated Biphenyl (PCB) Containing Debris provides suggestions to local emergency planning committees and local governments on the management of damaged, PCB-containing electrical equipment and materials contaminated with PCBs. These incidents occur as a result of PCB spills or other environmental releases during emergency situations caused by natural disasters.

For emergency responders, the document describes Toxic Substances Control Act (TSCA) regulations that apply to damaged, PCB-containing electrical equipment, and the approaches under TSCA to assess, clean up and dispose of materials contaminated with PCBs.
