Match each stakeholder group to its unique set of needs.

Stakeholder Needs
1. Registrants A. Language that is clear and accurate, so that they know how to apply pesticides safely and legally.
2. Regulators B. Language that is legally enforceable, so that violators may be successfully prosecuted.
3. Users C. Language that is clear, accurate, and consistent with EPA policies, in order to correctly train restricted-use pesticide users.
4. Enforcers D. Clear and accurate directions for use so that the product is applied correctly and effectively in a way that avoids injury to users or other unintended damage.
5. Extension Services E. Clear directions and precautions so that users avoid risks to humans and the environment.
