Overview of Ports-Only Projects that were Awarded DERA Grants: 2008-2018

DERA Grant Funds Awarded Sole to Ports ProjectsNote: 2018 Number does not include State DERA Grants awarded.Since 2008, a total of 152 Diesel Emissions Reduction Act (DERA) grants have been awarded to port specific projects, totaling $148 million.  An additional $66 million was awarded through DERA to multi-sector projects that involve ports. 

The graphic to the right shows an overview of DERA and the American Recovery and Reinvestment Act (ARRA) funding by year for ports projects. DERA funding includes solicitations through national and ports requests for proposals as well as through allocations to states. 

These projects retrofit or replace diesel engines, resulting in:  
  • Immediate emissions reductions of harmful pollutants,
  • Protection of public health and the environment, 
  • Economic growth and increase in jobs, and
  • Acceleration of fleet turnover to cleaner next generation technologies.

2016 Massachusetts Port Authority Drayage Truck Replacement Port of Boston Conley Container Terminal and South Boston, Massachusetts $800,000 National DERA RFP Replacement of 26 Class 8 drayage trucks that have pre 2005 model year engines with newer trucks that have 2011 EPA emission compliant engines. The project benefits will focus on South Boston, a part of the city that receives a disproportionate quantity of diesel emissions and is considered an Environmental Justice Community by the Commonwealth of Massachusetts.
2016 Alabama Department of Transportation Ferry Repower with Zero Emissions System Wilcox County, Alabama $1,092,650 National DERA RFP Replacement of four diesel engines and a generating set on the Gees Bend Ferry (passenger and vehicle ferry) with a zero emissions battery-electric system.

2016 Bay Area Air Quality Management District Switcher Locomotive Replacement Port of Richmond, and Port of San Francisco, California $1,420,263 National DERA RFP Replacement of three switcher locomotives operating in goods movement service with three lower-emitting Tier 4 locomotives. This is a collaborative effort between the Bay Area Air Quality Management District, Richmond Pacific Railroad Corporation, and the Port of San Francisco to achieve significant emissions reductions in the most highly impacted communities in the Bay Area.

2015 American Lung Association of the Upper Midwest Drayage Truck Replacement and Upgrades Upper Midwest of U.S. $550,000 National DERA RFP Replacement and upgrades of 11 Class 8 drayage trucks. Education and outreach efforts were planned to take place sponsored by the project partners (Illinois Green Fleets, Chicago Clean Area Clean Cities, South Shore Clean Cities, Midwest Clean Diesel Coalition and the Illinois Clean Diesel Workgroup).
2015 Port of New Orleans Clean Truck Replacement Incentive Program Port of New Orleans and cargo terminals and warehouses along the Mississippi River and the Industrial Canal, Louisiana $727,000 National DERA RFP Early replacement through Clean Truck Replacement Incentive Program (Clean TRIP) of short-haul drayage trucks with cleaner models, year 2011 or newer. The Port of New Orleans planned to use the Clean TRIP program to initiate a community dialogue around air quality and opportunities for improvement, and to catalyze port industry efforts under the broader Port of New Orleans Clean Air Program.

2014 City of Los Angeles Harbor Department Crane Replacement San Pedro Bay (Los Angeles County), California $1,323,266 Ports DERA RFP This project will replace one diesel-powered crane at the Port of Los Angeles with an all-electric, zero emission crane.
2014 New Jersey Department of Environmental Protection Ferry Vessel Repower The marine vessel operates between Atlantic Highlands, New Jersey, and terminal locations in New York City. $1,372,938 Ports DERA RFP This project will replace four Tier 1 marine propulsion engines with Tier 4 certified engines.This project replaced emissions from one ferry boat by repowering four Tier 1 propulsion engines with two Tier 4 certified engines. The ferry operates near communities that have been identified as areas of poor air quality.
2014 Oregon Department of Environmental Quality Cargo Handling Equipment Retrofit & Drayage Truck Replacement Port of Portland, Oregon $1,490,165 Ports DERA RFP This project will retrofit three pieces of cargo handling equipment, an aerial lift and two terminal tractors with diesel particulate filters. The project will also replace 23 older Class 8 drayage trucks with models powered by model year 2011 or newer certified engines.
2014 Port of Houston Authority Drayage Truck Replacements Port of Houston and along the Houston Ship Channel (Harris County, Texas) $863,244 Ports DERA RFP

This project will replace 25 older Class 8 drayage trucks with models powered by model year 2011 or newer certified engines.

2014 CLF Ventures Marine Propulsion Engine and Generator Set Repower New England area of U.S. $300,000 National DERA RFP Replacement of two Tier 1 marine propulsion engines and two Tier 0 generator sets with engines meeting Tier 3 marine engine standards. This is a partnership between CLF Ventures, Inc. and Riverside Marine Construction, Inc.
2014 Connecticut Maritime Foundation Marine Engine Repower New York and Connecticut area $596,066 National DERA RFP Replacement of the engines on a passenger ferry operating between Orient Point, NY and New London, CT, with new EPA-certified cleaner engines.
2014 Virginia Department of Environmental Quality Drayage Truck Replacement Virginia $155,228 State DERA Allocation Replacement of approximately seven older drayage trucks with 2011 or newer trucks. The Virginia Department of Environmental Quality administers the project is through a sub-agreement with the Mid-Atlantic Regional Air Management Administration (MARAMA).
2014 Delaware River and Bay Authority Marine Propulsion Engine Repower Delaware $975,000 National DERA RFP Repowering of two Tier 0 marine propulsion engines in one vessel with EPA Tier 3 certified engines.
2014 Mid-Atlantic Regional Air Management Association Drayage Truck Replacement Delaware and Virginia $746,402 National DERA RFP Voluntary replacement of approximately 19 drayage trucks having 1995-2003 engines with 2010 or newer engines that service the Port of Virginia or the Port of Wilmington.
2014 Maryland Department of the Environment Drayage Truck Replacement Port of Baltimore, Maryland $147,873 State DERA Allocation Replacement of seven drayage trucks with 2010 model year or newer trucks as part of the Baltimore Port Clean Diesel Initiative that provides financial assistance for replacement of the trucks.
2014 Missouri Department of Natural Resources Tugboat Engine Repower Missouri $134,215 State DERA Allocation Implementation of a tugboat engine repower grant program for fleets with tugboats that are stationed and operate in the state. The fleets that received funds were selected by comparing the locations where the vessels are operated and the emission reductions projected to be achieved by the proposed projects. Tugboat engines rated at Tier 0 were repowered with engines that were EPA certified to Tier 2 or better emission standards, or engines rated at Tier 1 were repowered with engines that were EPA certified to Tier 3 or better.
2014 Port of Houston Authority Drayage Truck Replacement Houston and Galveston area, Texas $894,059 National DERA RFP Replacement of approximately 14 older drayage trucks with newer models. The project supports the expansion of the Houston-Galveston Drayage Truck Program implemented by the Port of Houston Authority and the Houston­-Galveston Area Council.
2013 City of Los Angeles Harbor Department Cargo Handling Equipment Retrofit San Pedro Bay/Los Angeles, California $469,000 Ports DERA RFP

This project will retrofit 14 pieces of cargo handling equipment with diesel particulate filters at the Port of Los Angeles.

2013 Maryland Port Administration Drayage Truck Replacement Baltimore & Anne Arundel Counties, Maryland $749,995 Ports DERA RFP

This project will provide incentives to replace 35 pre-1997 model year drayage trucks in service at the Port of Baltimore with trucks powered by 2010 or newer certified engines.

This project will complete electrification of Wharf #1 and allow the port to supply shore-side power to ocean going vessels at all three berths simultaneously, thereby reducing emissions from ship idling.

This project will replace three Tier 1 shuttle carriers with Tier 4 hybrid diesel-electric shuttle carriers in operation at the Port of Virginia.

2013 Connecticut Maritime Foundation Marine Tug and Ferry Repower New York Harbor and Connecticut $600,000 National DERA RFP Repower three vessels (one tug and two ferries) by replacing six diesel engines with new diesel engines that meet cleaner EPA standards.
2013 Clean Air Council Tug Repower and Refrigeration Truck Cooling Unit Repower Port of Wilmington, Delaware $208,083 National DERA RFP Repowered main engines and auxiliary generators of the Captain Harry Tug, and replaced refrigeration trucks cooling units with newer hybrid units that allowed the cooling part of the unit to run on electricity, instead of diesel fuel.
2013 Delaware Department of Natural Resources and Environmental Control Marine Propulsion Repower Delaware Bay, Delaware $107,979 State DERA Allocation Repowered a launch vessel by replacing two diesel propulsion engines.
2013 Southeast Missouri Regional Planning Commission Vessel Repower Southeastern Missouri $500,000 National DERA RFP Repowered engines on two Mississippi River pushboats. Four engines were replaced, two on each boat. Older unrated Tier 0 engines were replaced with Tier 3 rated engines.
2013 Mississippi Department of Environmental Quality Tug Repower and Rebuild Mississippi $151,849 State DERA Allocation Repowered and rebuilt tugboat engines to a higher (cleaner) emission standard as part of a statewide subgrant program to assist owners of tugboats operating in Mississippi waters.
