The United States Environmental Protection Agency, Region 9 (EPA) is issuing an administrative permit revision for the San Manuel Casino Facility (“Source”). The Source is located at 777 San Manuel Drive, Highland, California 92346, within the San Manuel Reservation. The EPA is issuing this administrative permit revision to San Manuel Entertainment Authority, 777 San Manuel Drive, Highland, California 92346. The Source is a gaming facility owned and operated by the San Manuel Entertainment Authority, an instrumentality of the federally recognized Indian tribe the San Manuel Band of Mission Indians. Construction of the Source began in 2003, and gaming operations there began in 2005. The Source is located on the southwest portion of the San Manuel Reservation, adjacent to the City of Highland, in San Bernardino County, California, and within the South Coast Air Basin.
This final permit decision will (1) substitute seven previously permitted make-up air units with seven different make-up air units (including three existing make-up units that were omitted in previous permitting actions); (2) add one new make-up air unit; (3) decrease the existing synthetic minor limits to 9.79 ton per year (tpy) of nitrogen oxide (NOX) emissions and 17.07 tpy of carbon monoxide (CO) emissions; and (4) update the make, model, and serial numbers of six cooling towers and two Cogen units. Consistent with the requirements for an administrative revision at 40 CFR 49.159(f), this action will not cause an increase in allowable emissions above the minor NSR threshold of any regulated NSR pollutant.
