The Navy has been implementing their current inspection and repair procedures on the tanks at Red Hill since the mid-1990’s. The Administrative Order on Consent (AOC) requires the Navy and Defense Logistics Agency (DLA) to improve these tank inspection, repair and maintenance procedures. Problems with the Navy’s Tank 5 inspection and repair process contributed to the release of approximately 27,000 gallons of jet fuel in January 2014.
As required by the AOC, the Navy and DLA developed a Tank Inspection, Repair and Maintenance (TIRM) Report detailing the historical and present practices used to maintain the tanks, as well as an account of the factors that contributed to the January 2014 release. The TIRM Report was submitted on October 11, 2016 and can be found at the bottom of this page. The TIRM Report also contains 66 appendices, which are located on a separate page: October 2016 TIRM Report List of Appendices.
The Navy and DLA also developed a TIRM Procedures Decision Document that outlines improvements to tank maintenance procedures since the tank 5 release, and sets forth a schedule for their implementation. EPA and DOH approved this document on September 5, 2017. This Decision Document is also available below.
As the Navy performs upgrades to the tanks, the AOC requires the TIRM procedures to be revised consistent with the tank upgrade alternative chosen for implementation. Subsequent TIRM revisions will also be submitted to the Regulatory Agencies for review and approval.
