Hazardous Substance Spill Prevention Letter of Intent

Under the Clean Water Act (CWA), EPA has responsibility for the prevention of hazardous substance spills very much like the prevention of oil spills. This letter of intent indicates EPA's intention to initiate a rulemaking pursuant to CWA section 311(j)(l)(C). This section provides that EPA establish "procedures, methods, and equipment and other requirements for equipment to prevent discharges of...hazardous substances from...onshore...facilities and to contain such discharges."
