Arkansas SIP: Arkansas 111(d) Designated Facilities

  • SECTION 19.8   111(d) DESIGNATED FACILITIES

NOTE TO READER:  Section 19.8 replaced Section 8.1 in the Arkansas Regulations of the Plan as the regulatory element of the EPA-approved Arkansas 111(d) Plan.  Section 19.8 is NOT part of the Arkansas SIP nor will it be approved as part of the Arkansas SIP.  The status of the Arkansas 111(d) Plans is given in 40 CFR 62, Subpart E.  See the March 10, 1998, Federal Register action for more information.


(a)   Purpose.    The purpose of this section is to establish regulations for designated pollutants emitted from designated facilities in accordance with Section 111(d) of the Clean Air Act.  

(b)   No person shall cause or permit emissions  from equipment located at facilities described in this section to be exceeded.  Future permit conditions may place more stringent emissions limitations on the equipment which shall supersede the limitations of this section.

(c)   SULFURIC ACID PLANTS (H2SO4 MIST) :

   (1)   El Dorado Chemical Company (CSN 700040) of El Dorado shall not exceed the following emission limitation after November 1, 1980:

      (i)   Sulfuric Acid Plant - 0.5 lb H2SO4 mist/ton 100% acid.

      (ii)  [RESERVED]

   (2)   Compliance testing shall be performed using EPA Method #8 (40 CFR Part 60 Appendix A) at intervals specified in the applicable permit.  

(d)   KRAFT PULP MILLS (TRS) :

   (1)   Affected Facilities.  Equipment located at the following kraft pulp mills are affected by the provisions of this subsection.  The total reduced sulfur (TRS) emissions limitations are contained in Table 19.8.1.

      (i)    International Paper Company (CSN 520013) of Camden.

      (ii)   International Paper Company (CSN 350016) of Pine Bluff.

      (iii)  Green Bay Packaging, Arkansas Kraft Division (CSN 150001) of Morrilton.

      (iv)   Gaylord Container Corporation (CSN 350017) of Pine Bluff.

      (v)    Georgia-Pacific Corporation (CSN 020013) of Crossett.

      (vi)   Georgia-Pacific Corporation (CSN 41002) of Ashdown.

      (vii)  Potlatch Corporation (CSN 210036) of McGehee.

   (2)   Compliance testing requirements.   All designated equipment in Table 19.8.1 shall have annual compliance testing of TRS emissions performed using EPA Method 16.  Data reduction shall be performed as set forth in 40 CFR 60.8.  Annual compliance testing will not be required for equipment with continuous TRS emissions monitor.

   (3)   Continuous monitoring requirements.   Any equipment located at the above designated facilities shall conduct TRS continuous monitoring in accordance with the requirements of 40 CFR 60.284 (date of installation not withstanding).  The continuous monitoring systems shall be operated according to the provisions of 40 CFR 60.284 by April 1, 1993, except that continuous emissions monitors for affected lime kilns shall be installed and certified by January 1, 1994.

Recovery Furnaces - measured as H2S on a dry basis and on a 12 hour average, corrected to 8% by volume oxygen.

Lime Kilns - measures as H2S on a dry basis and on a 12 hour average, corrected to 10% volume oxygen.

Smelt Dissolving Tanks - measured as grams H2S/kg black liquor solids on a 12 hour average.

Digesters and Evaporators - efficient incineration of non-condensible gases (at least 1200 F for at least 0.5 second).
