Louisiana SIP History

LOUISIANA SIP HISTORY

     The status of each State SIP is given in Title 40, Part 52, of the U.S. Code of Federal Regulations (40 CFR Part 52).  The status of the Louisiana SIP is given in 40 CFR Part 52, Subpart T, Sections 52.970 to 52.999.  The first section in the subpart for each state is the “Identification of plan” section.  The Identification of plan for Louisiana is in Section 52.970.

     Until November 12, 1998, the Louisiana Identification of plan in Section 52.970 was used to give a chronological development of the Louisiana SIP.  The table below gives the Federal Register date and page number and effective date when each paragraph of the Louisiana Identification of plan was added or revised.  The numbers in the left column are the current paragraph numbers.  Some paragraphs were added as a different number and later changed to the number listed.  Only Federal Register rulemaking actions revising the Louisiana Identification of plan are listed.  The current text of each paragraph listed is in Section 52.999 in the July 1, 1999 and later editions of Part 52 and in Section 52.970 in July 1, 1998 and earlier editions of Part 52.  Other sections in Subpart T have their own Federal Register citations.

     On November 12, 1998 (63 FR 63181 to 63191), EPA moved the Louisiana Identification-of-plan paragraphs in 52.970 to new 52.999 and replaced the paragraphs in 52.970 with a list of elements in Louisiana SIP.  The purpose of this action was to start using the Louisiana Identification of plan section to more clearly identify the provisions that constitute the enforceable elements of the Louisiana SIP.  In the list below, the titles of the rule-making actions are given in the left column for the November 12, 1998, Federal Register action, and all subsequent Louisiana SIP Federal Register rule-making actions.

     In the table below, the "LAd*" numbers preceding the titles of Federal Register actions published since November 12, 1998, are unofficial numbers used by EPA Region 6 to assist in tracking the direct final rule and final rule actions approving revisions to the Louisiana SIP.

     Federal Register actions in the list below published since October 2004 that have a Regulations.gov ID number have a docket in the Federal Government Regulations.gov web site which contains documents related to the Federal Register action. Federal Register actions in the list below published since October  2004 that have a Regulations.gov ID number have a docket in the Federal Government Regulations.gov web site which contains documents related to the Federal Register action.  The "LAaaa" number following the "LAd" number is an EPA Region 6 number assigned to each docket.  The docket title and all documents within the docket begin with the number.
To get to a docket in Regulations.gov:
(1) Copy the Regulation.gov ID in the table below, 
(2) Go to www.regulations.gov  
(3) Paste the Regulations.gov ID into the Search box, 
(4) Click on the Search tab,  
(5) In the search results, for a record that is obviously in the docket related to the Federal Register action you are interested in, click on “Open docket folder” along the right end of the record.
(6) Click on one of the “View All” tabs on the left side of the screen,  
(7) After the screen refreshes, put a check mark in the boxes for the categories of documents you wish to view.
(8) Optional: you can sort the records by selecting one of the options in the “Sort by” pull-down box along the right edge of the screen.
(9) Click on the document title you are interested in to see the contents of the document.

(1)   Page number for Federal Register actions published before being available electronically are usually for the first page of the rule-making (amendatory) language.  The first page of the Federal Register action usually begins on an earlier page.  Page numbers for Federal Register published after being available electronically are usually for the first page of the Federal Register action.
(2)   SIP Effective Date Note:  Before about 1980, SIP Federal Register rule-making actions did not have effective date sections.  For those actions, it is assumed in this table that the effective date is the date published.
