Below is an example of the lines used to document the revisions approved by EPA in this compilation of the Louisiana SIP-approved rules.

Example documentation line: “AQ149   §2145.F.4;LAd34;LA021.05;AQ149;LR24:0025(1/20/1998)”

“AQ149” is a Louisiana Department of Environmental Quality (LDEQ) tracking number that usually appears in the header of LDEQ rules being revised in the Louisiana Register.  The number may also start with OS or MM which are for administrative revisions.

§2145.F.4:  §2145 is the section of LAC 33:III and “F.4” is the paragraph or range of consecutive paragraphs revised.

LAd34 is a number assigned by EPA Region 6 for EPA approval of Louisiana SIP Revisions.

LA021.05: “LA021.” is a number EPA Region 6 assigns to Regulations.gov dockets.  “05” is a shortcut document ID -- in most cases, the “05” will be the same as the last two digits of the Regulations.gov document ID.  In this case LA021.05 is a shortcut for document  EPA-R06-OAR-2007-0924-0005.

The second "AQ149" is the same as the AQ number at the beginning of the line.

"LR24:0025" is the Louisiana Register volume and page number where the revision is adopted in the Louisiana Register.

"(1/20/1998)" is the date of the Louisiana Register.

AQ161* should include Section 2157 and 2158 in the list of sections.

AQ171* should include Section 1503 in the list of sections and the date is should be 07/1998.
AQ175 the date should be 12/1998.


Comments about AQ145:  The AQ145 revisions to LAC 33:III Chapters 1, 15, 21, 25, 29, 30, 31, 60, 61 and 64 was adopted in the Louisiana Register December 20, 1996 (LR 22:1212).  The Louisiana Register did not include the text of the rule revisions, but has a statement that the full text of the rules was available from the Office of the State Register.  This full text is available in the Regulations.gov docket EPA-R06-OAR-2007-0924, document  EPA-R06-OAR-2007-0924-0002 (LA021.02) for the July  5, 2011 (76 FR 38977) Federal Register approval of revisions to the Louisiana Rules.  For AQ145 revisions and some other similar cases, the Louisiana Register page number is indicated by LR 22:1212p where the "p" is followed by the page number in the text of the rule.  In addition, in some cases this compilation includes the AQ145 revisions even though they are not included in the July 5, 2011 Federal Register amendatory language to ensure that the rule is consistent with other AQ145 revisions approved by EPA.  A clarification/correction to AQ145 was submitted to EPA January 27, 2003 with the 1999-2001 General Revisions in document LA021.06 (document EPA-R06-OAR-2007-0924-0006).

This compilation was developed by Bill Deese, EPA Region 6, November 2014, based on his interpretation of the amendatory language and his review of the respective Louisiana Registers.
